The short answer

A Meta Ads account that works in Saudi Arabia, the UAE or wider MENA needs five things in place before the first campaign goes live:

  1. 1Measurement. Pixel plus Conversions API, with deduplication configured.
  2. 2Enough budget to learn. Meta's own guidance is a minimum of 50 optimisation events over a 7 day period per ad set.
  3. 3A simple structure. Fewer ad sets, each with enough volume to actually optimise.
  4. 4Category compliance. Check whether your ads fall into a Special Ad Category, and whether they touch social issues, elections or politics, which requires authorisation in Saudi Arabia, Qatar and the UAE.
  5. 5Local regulatory compliance. Saudi Arabia regulates who may publish advertising content on social media and requires a permit before you announce discounts. The UAE penalises misleading price claims heavily.

Points 4 and 5 are the ones agencies outside the region consistently miss, and they are the ones that get accounts paused and clients fined.

What is actually different about Gulf accounts

The audience is mobile and highly connected. The GSMA puts mobile internet penetration at 71 per cent in the high-income GCC countries, against 43 per cent in the region's low and middle income countries. [1] The ITU puts internet use across the Arab States at 70 per cent of the population in 2025, slightly below the global average of 74 per cent. [2] In the high-income Gulf specifically, reach is not your constraint. Relevance and conversion are.

The regulatory layer is heavier than in Europe or North America. Saudi Arabia and the UAE both regulate advertising content directly, with named authorities and real penalties. This is covered in detail below.

The conversion often finishes off-platform. In my own accounts, a meaningful share of Gulf buyers move to WhatsApp or a phone call before money changes hands, and cash on delivery pushes the real confirmation later still. If your Meta account only counts on-site purchases, it is optimising against a partial picture. That is a measurement problem, not an audience problem.

Auction mechanics, creative testing and the learning phase behave here exactly as they do anywhere else. Be sceptical of anyone selling you a secret Gulf targeting method.

Get the measurement layer right first

Meta's position is unambiguous: for optimal ad performance, advertisers should implement the Conversions API alongside the Meta Pixel. [3] Meta calls this a redundant setup, and advertisers running it must configure a deduplication method. [4]

Deduplication is where most implementations break. The recommended method is that a Pixel's eventID matches the Conversions API's event_id, and the Pixel's event matches the API's event_name. The fallback method compares event_name with fbp and/or external_id combinations. Meta generally keeps whichever event arrives first, and server events are not discarded if no matching browser event arrived in the previous 48 hours. [4]

Two practical consequences for Gulf accounts:

  • Without deduplication, you will double count purchases, your reported ROAS will be inflated, and you will scale a campaign that is not actually profitable.
  • The server-side signal is what lets you feed back events that happen after the website, including a confirmed WhatsApp order or a delivered cash-on-delivery parcel. That is the single highest-value measurement improvement most regional accounts can make.

The learning phase sets your minimum budget

This is the number that decides whether a campaign can work at all.

Meta's published advertiser guidance states that learning occurs at the ad set level, and that the learning period stabilises with a minimum of 50 events over a 7 day period. Making changes to an ad set can trigger a new learning period. [5] Meta also warns that not meeting the minimum events threshold can increase your cost per result, and advises allocating enough budget to reach 50 events in 7 days. [6] Meta maintains the canonical explanation in its Business Help Centre under "About the learning phase."

Work backwards from that. If your cost per purchase is USD 20, an ad set needs roughly USD 1,000 per week, or around USD 143 per day, to have a realistic chance of exiting the learning phase on purchase optimisation.

Cost per purchaseEvents needed per weekApproximate weekly ad set budget
USD 550USD 250
USD 1050USD 500
USD 2050USD 1,000
USD 4050USD 2,000

If your total budget cannot support that for the ad set, you have three honest options: consolidate into fewer ad sets, optimise for an earlier event in the funnel such as add to cart or initiate checkout, or accept that the campaign will run permanently in learning and cost more per result.

What you should not do is split a small budget across six ad sets so the account "looks" structured. That is the most common and most expensive mistake in regional accounts.

Account structure: fewer ad sets, more signal

The structural principle follows directly from the learning phase: every ad set you create divides your conversion signal.

A workable default for a single-country Gulf campaign:

  • One campaign per objective, not per product.
  • One or two ad sets, not six.
  • Multiple creatives inside the ad set, so the algorithm tests creative rather than you testing audiences manually.
  • Separate campaigns only where the economics genuinely differ, for example a prospecting campaign and a retargeting campaign, or Saudi Arabia and the UAE where landed cost and delivery promise differ.

Resist the urge to build separate ad sets for every interest. In a market the size of Saudi Arabia or the UAE, broad targeting with strong creative usually outperforms a fragmented interest structure, because it keeps the conversion signal in one place.

Advantage+ and when it fits

Advantage+ sales campaigns are Meta's streamlined, automated campaign format, and the updated version of what Meta previously called Advantage+ shopping campaigns. The setup requires three automation levers enabled: Advantage+ placement, a campaign-level budget with a supported bid strategy, and Advantage+ audience. [7]

The structural characteristics, documented for the shopping-campaign format this replaces, are worth knowing before you commit:

  • Only one ad set can be associated with each campaign of this type.
  • It uses a sales objective and requires a website pixel with a purchase conversion event.
  • Automated targeting takes a single country input, where a manual campaign exposes multiple targeting levers.
  • It supports up to 150 creative combinations, against 50 in a manual campaign.
  • Budget liquidity sits within the single campaign. [8]

Meta is consolidating the separate manual, shopping and app workflows into a unified process, and the older programmatic route for creating Advantage+ shopping campaigns was retired in Marketing API v25.0. [8] If you or your developer automate campaign creation, check which path your tooling uses.

One warning that matters operationally: copying or migrating an existing campaign into the Advantage+ format will force the campaign into the learning stage, and Meta states there is no workaround for the learnings. [7] Plan migrations when you can afford a learning period, not in the middle of a peak season.

Advantage+ fits well when you have a working pixel, real purchase volume, a broad addressable market and a deep creative library. It fits badly when your volume is thin, because the single-ad-set structure gives you nowhere to protect a fragile signal.

Budget distribution across ad sets

Advantage campaign budget distributes a campaign-level budget across its ad sets. Meta describes it as continuously finding the best available opportunities for results across ad sets and distributing budget in real time. [9]

Two controls are worth understanding:

  • A minimum spend target per ad set. Meta's documentation is explicit that this target does not guarantee the amount is spent, only that Meta makes a best effort to achieve it.
  • A maximum spend cap, daily or lifetime, defined in your account currency. [9]

Meta also paces spending: a daily budget is paced across the day, a lifetime budget across the ad set's lifetime. [10]

Use minimum spend targets sparingly. Every constraint you add reduces the algorithm's ability to move money toward the best opportunity, which is the only reason to use campaign-level budgeting in the first place.

Special Ad Categories and the Gulf authorisation rule

If your ads relate to credit, employment or housing, Meta classifies them into a Special Ad Category and restricts targeting significantly. Ads about social issues, elections or politics are also a declared category, but Meta states that targeting for those ads is not affected by the Special Ad Category label. They carry a separate authorisation requirement instead, covered below.

The restrictions for housing, employment and credit include: [11]

  • Age is generally fixed to include ages 18 through 65 and over, with a stated exception for credit ads in Europe.
  • Specific gender cannot be targeted.
  • All location selections must include a minimum radius from any selected city, address or custom location.
  • ZIP or postal code selection is unavailable, along with other granular location types.
  • Detailed targeting options describing or appearing to relate to protected classes are unavailable, and excluding behaviours, demographics and interests is unavailable.
  • Lookalike Audiences are unavailable, Special Ad Audiences can no longer be created, and Saved Audiences are unavailable.

Meta has also introduced a financial products and services category, which began in late 2024 and became required for campaigns based in or targeting the United States. [11]

The Gulf-specific point. Meta extended its authorisation requirement and "paid for by" disclaimer for ads about social issues, elections or politics to Saudi Arabia, Qatar and the United Arab Emirates, listed in its July 2022 update as taking effect on September 7. Advertisers running such ads in those countries are required to complete an authorisation process and include the disclaimer. [12]

This catches more advertisers than expected, because "social issues" is broader than party politics. Campaigns touching public health messaging, social causes, immigration or civic topics can fall inside it. Check the category before you build, not after your ads are rejected. Meta maintains the current country list in its Help Centre, and it changes, so verify rather than relying on a list in an article, including this one.

Saudi advertising regulation

Saudi Arabia regulates advertising content on social media directly, through the General Authority for Media Regulation.

GAMR operates a licence specifically for individuals who provide advertising content through social media platforms. Confirmed undertakings on the application include: complying with the Authority's terms and conditions for social media advertisers and with content, advertising and age-classification regulations; providing any data, information or reports the Authority requests; stopping the advertising of any media content immediately and without objection on the Authority's request; and not displaying any advertisement except through an account registered with the Authority. A non-Saudi applicant must not work in the activity until they obtain the necessary licences and approvals. [13]

The licence obligations above sit on the individual publishing the content, not automatically on the brand. But a campaign stops either way if the Authority requires the advertising to come down. If your campaign uses creators or influencers in Saudi Arabia, treat their licensing status as a delivery risk to your campaign: verify it before content goes live and put it in the contract.

UAE advertising regulation

The UAE regulates media activity under Federal Decree-Law No. 55 of 2023 on Media Regulation, which organises the media activities of individuals, organisations, media outlets and free zones. Violations may lead to administrative fines, closure of the media institution, or cancellation of its media licence or permit. [14]

The Telecommunications and Digital Government Regulatory Authority monitors online advertising, including the advertising of medical and other specialised products and services, under its Internet Access Management Regulatory Policy. Restricted categories include the promotion of or trading in prohibited commodities and services, and medical and pharmaceutical practices in violation of the laws. The UAE Media Council also operates the A'men platform, which accepts reports of advertising content containing unauthorised or non-compliant ads. [14]

Note that medical and pharmaceutical advertising is named directly in the TDRA's restricted categories. [14] If you advertise health, beauty, supplements or medical services, get the claim set reviewed before the creative is produced, not after.

The discount rules nobody reads until they are fined

This is the section that most often surprises regional advertisers, and it is the one with the clearest published rules.

Saudi Arabia. The Ministry of Commerce sets nine mandatory rules for businesses and online stores offering discounts: [15]

  1. 1A business or online retailer must apply for a permit before price reductions are announced.
  2. 2The permit must be conspicuously displayed, with a scannable barcode showing business details and discount terms.
  3. 3They must not mislead or defraud customers or manipulate pricing. Violations are finable under the Anti-Commercial Fraud Law.
  4. 4The discount percentage must be clearly displayed and communicated to the consumer.
  5. 5Discounted products must carry a tag showing the original price and the discounted price.
  6. 6Return and exchange policies must be communicated to the consumer while discounts are in effect.
  7. 7All products qualifying for promotional offers must carry the manufacturer's warranty.
  8. 8The consumer must be able to choose a commodity without being constrained by promotions.
  9. 9The rules governing advertising in electronic stores must be followed.

The permit comes before the announcement. A sale campaign scheduled to launch Thursday needs its permit in hand well before the creative is scheduled.

United Arab Emirates. Under Federal Decree Law No. 5 of 2023, amending Federal Law No. 15 of 2020 on Consumer Protection, suppliers who advertise misleading prices and false data on goods and services face imprisonment of up to two years and a fine of up to AED 2 million. Consumers have the right to obtain goods and services at the price the supplier has declared. Separately, the law's scope covers advertisers and commercial agents as well as suppliers. [16]

Read those two points separately. The published penalty sentence names suppliers. The scope provision names advertisers. An agency or media buyer should not assume it sits outside the law, and should not assume the supplier penalty automatically attaches to it either. Take legal advice on your specific arrangement.

Also note Cabinet Resolution No. 56 of 2024 on telemarketing regulations, including channels and timing, and Cabinet Resolution No. 57 of 2024 on administrative penalties for breaches of it. [16] If your funnel ends in an outbound call, those apply to you.

Creative and seasonality in the Gulf

Two honest notes here, because this is where published advice tends to drift into invented statistics.

Ramadan. The season genuinely changes consumption patterns, daily rhythm and shopping timing across the Gulf. What I will not do is quote a platform statistic I cannot source. The practical guidance that holds up: plan creative and budget shifts well before the month begins, expect a different active-hours profile, expect a pre-Eid gifting peak, and do not launch a brand-new pixel or a migration into Advantage+ during the period, because a forced learning phase at peak cost is an expensive way to learn the rule in the previous section. [7]

Language. Arabic, English and mixed creative all work in the Gulf depending on the category and the audience. Test it rather than assuming. What does not work is machine-translated Arabic that has not been reviewed by a fluent speaker, because it signals a foreign brand that did not bother, and in a trust-sensitive market that is a conversion cost. How to read the numbers honestly

Three habits separate accounts that scale from accounts that look like they are scaling.

Measure delivered revenue, not placed orders. Where cash on delivery is part of the mix, the purchase event tells you an order was created, not that it was accepted and paid. The e-commerce side of this is covered in How to Start a Shopify Store in Lebanon and MENA.

Hold the structure still long enough to learn. Changes to an ad set can restart the learning period. [5] Daily tinkering guarantees you never leave it.

Judge creative on contribution, not engagement. A video with high view-through and no purchases is not a winner waiting to be scaled. It is a cost.

The mistakes that repeat

  • Running the Pixel without the Conversions API, or running both without deduplication, and reporting inflated ROAS.
  • Splitting a small budget across many ad sets so no ad set reaches 50 events in 7 days.
  • Editing ad sets daily and resetting the learning phase every time.
  • Migrating a working campaign into Advantage+ during peak season and forcing a new learning stage.
  • Running social issue, electoral or political content in Saudi Arabia, Qatar or the UAE without completing Meta's authorisation and adding the disclaimer.
  • Launching a Saudi sale campaign without the Ministry of Commerce discount permit in hand first.
  • Using struck-through prices that were never genuinely charged.
  • Working with Saudi creators without verifying their GAMR licensing status.
  • Advertising health or medical claims in the UAE without checking them against the TDRA's restricted categories.
  • Optimising for an on-site purchase when the real sale closes on WhatsApp.

Pre-launch checklist

  • Pixel installed and firing correctly
  • Conversions API live
  • Deduplication configured and verified with a real test purchase
  • Purchase value and currency correct in the event
  • Target cost per result estimated
  • Ad set budget sized to reach 50 events in 7 days
  • Campaign structure consolidated, not fragmented
  • Special Ad Category assessed and declared where it applies
  • Social issues, elections and politics authorisation completed where required
  • Saudi: discount permit obtained before any sale is announced
  • Saudi: creator and influencer licensing status verified
  • UAE: price and product claims reviewed against consumer protection law
  • UAE: health or medical claims reviewed against TDRA restricted categories
  • Arabic creative reviewed by a fluent speaker
  • Offline and WhatsApp conversions fed back into the account
  • Reporting set to delivered revenue, not placed orders

Frequently asked questions

There is no fixed minimum, but there is a functional one. Meta's guidance is that the learning period stabilises with a minimum of 50 events over a 7 day period per ad set. [5] Divide your target cost per result into that and you have your real weekly ad set budget.

Meta recommends implementing the Conversions API alongside the Pixel for optimal performance, [3] and requires a deduplication method when both run. [4] In Gulf markets, where conversions frequently complete on WhatsApp or on delivery, the server-side signal is more valuable than it is in a card-first market.

For ads about social issues, elections or politics, yes. Meta extended its authorisation requirement and "paid for by" disclaimer to Saudi Arabia, Qatar and the UAE, listed in its July 2022 update as taking effect on September 7. [12] Separately, Saudi Arabia licenses individuals who publish advertising content through social media platforms. [13]

No. The Ministry of Commerce requires a business or online retailer to apply for a permit before price reductions are announced, and the permit must be conspicuously displayed. [15]

Under Federal Decree Law No. 5 of 2023, a supplier advertising misleading prices or false data can face imprisonment of up to two years and a fine of up to AED 2 million. The law's scope also covers advertisers and commercial agents. [16]

Advantage+ suits accounts with real purchase volume, a working pixel and a deep creative library, since it takes a single country input and supports up to 150 creative combinations in one ad set. [8] With thin volume, a manual structure gives you more control over where the signal concentrates.

Test it. In large Gulf markets, broad targeting with strong creative usually beats a fragmented interest structure, because it keeps the conversion signal in one ad set rather than dividing it.
