Meta Ads in Lebanon and MENA: The Complete Guide

The short answer

Meta Ads performance in this region is decided by four things, in this order: measurement (Pixel plus Conversions API, correctly deduplicated), budget sufficient to exit the learning phase, creative that speaks the customer's language literally and culturally, and a structure simple enough for the algorithm to optimise. Targeting settings, the thing beginners obsess over, come last. Lebanon's audience pool is small, so broad targeting with strong creative beats narrow interest stacks almost every time.

The account anatomy, set up in the right order

  1. 1Business portfolio (Business Manager). The container that owns everything. Set it up with a company email, add a second admin, and secure both with two-factor authentication. Lost Business Manager access is the most expensive support ticket in this industry. [1]
  2. 2Facebook Page and Instagram account. Connected inside the portfolio. Ads run from these identities, and comment management on ads is part of the job.
  3. 3Ad account. Set the correct country, currency and time zone at creation, because they are generally not changeable afterwards. Lebanese advertisers typically bill in USD.
  4. 4Payment method. A card that will not silently fail mid-campaign. Payment failures pause delivery and can reset learning.
  5. 5Pixel plus Conversions API. The dataset that everything else depends on, covered next.

Measurement: Pixel plus Conversions API

The Pixel tracks browser events; the Conversions API sends the same events server-side, surviving iOS privacy limits and browser blocking. Run both, with event deduplication so purchases are not counted twice. [2] On Shopify this is a native toggle in the Facebook channel settings; on custom sites it is a developer task worth paying for. Without this layer, the algorithm optimises on partial data and every ROAS number you read is wrong.

Verify your domain in Business Manager and configure your events before spending. Test with Meta's Events Manager test tool until purchase events arrive from both sources and deduplicate cleanly.

Campaign structure that fits a small market

Meta's structure is campaign (the objective), ad set (audience, placement, budget) and ad (the creative). The regional reality: Lebanon has a few million people on these platforms, and the GCC markets, while richer, punish fragmented structures the same way. The structure I run for most accounts:

  • One sales campaign, optimised to purchases once volume allows, with campaign budget handled so spend concentrates where results are.
  • One or two broad ad sets. Country, age range, language. Let creative do the targeting.
  • Three to six ads per ad set, genuinely different angles, not six crops of the same video.
  • A retargeting ad set only when the pixel audience is real. A retargeting pool of 400 people is a rounding error, not a strategy.

Budgets and the learning phase deserve their own math: an ad set typically needs about 50 results in a week to exit learning, which sets your minimum budget per ad set. [3] We published the full worked calculation, including the cash on delivery correction that most dashboards hide, in Meta Ads for Lebanese e-commerce: realistic budgets and ROAS.

Creative for this region

Creative is the biggest performance lever you control. What consistently matters here:

  • Language is a creative decision. Arabic, English or Lebanon's mixed register each signal something. Match how your customers actually talk about the product, and never run machine-translated Arabic; the audience can tell in one line.
  • Native formats win. Vertical video shot like content, not like a TV ad. Real people, real product, captions on, because most viewing is muted.
  • The first second is the ad. Lead with the product in use or the claim, not a logo animation.
  • Price transparency performs in COD markets. Showing the price filters out the clicks that would have refused the parcel anyway.
  • Refresh on fatigue, not on schedule. Watch frequency and falling click-through; small markets saturate fast.

Placements, devices and the regional defaults

Advantage+ placements (letting Meta distribute across Facebook, Instagram, Reels, Stories and the network) is the right default; exclusions are for proven problems, not hunches. Build creative for vertical mobile first, because that is where the region's attention is. Check your results by placement monthly and act on evidence.

Compliance: the layer that stops accounts

Meta's ad standards apply everywhere: restricted categories, personal-attribute rules and the review system that can reject or pause ads. [4] On top of that, Gulf markets add their own regulatory layer: Saudi Arabia licenses social media advertisers and regulates discount announcements, the UAE penalises misleading price claims, and ads about social issues, elections or politics require authorisation in Saudi Arabia, Qatar and the UAE. If you sell into the GCC, read our dedicated guide, Meta Ads in the GCC and MENA: structure, budget and compliance, before launch, not after the first rejection.

The weekly operating rhythm

  • Check spend delivery and payment status, daily, two minutes
  • Judge performance on 7 day windows, not mornings
  • Compare dashboard ROAS against your breakeven, corrected for delivery success rate
  • Kill creatives below the bar after a full learning window, replace with a new angle
  • Scale winners in roughly 20% budget steps to avoid resetting learning
  • Answer comments on ads; in this region the comments section is part of the funnel

Frequently asked questions

Work backwards from the learning phase: about 50 results per ad set within a week. At your realistic cost per purchase, that sets a minimum weekly budget per ad set. Our budgets and ROAS article walks through the full calculation with COD corrections.

Broadly. The audience pool is small, and narrow interest stacks fragment it into ad sets that never exit the learning phase. Let strong, specific creative do the targeting.

Run both with deduplication. The Pixel alone loses events to iOS privacy limits and browser blocking, so the algorithm optimises on partial data and your reported results understate reality.

In the language your customers use when they talk about your product, which in Lebanon is often a mix. Test both if unsure, and never run machine-translated Arabic; native-quality copy is a ranking factor with humans.

Usually Meta's ad standards: a restricted category, a personal-attribute phrasing such as claiming to know the viewer's condition, or a landing page mismatch. Check the policy cited in the rejection, fix the specific issue and resubmit; repeated violations damage the account's standing.
